What office and outreach would still review after the public queue state

The public queue layer only shows the current reviewed migration blocker. A future office/outreach workflow would still need to confirm the owner account, any public profile match, any class and room relationships, and any Products entitlement evidence before a legacy channel could move beyond preview-only review.
